About the Program

The E-Government Master of Science is a research-oriented programme that addresses how information and communication technologies are adopted and used within the public sector. Building on undergraduate foundations in information systems, information management, or computer science, it specialises in the design and deployment of IT systems for governments and public administrations. The programme is organised around three central questions: how ICT can make political processes more transparent and support informed decision-making; how it can make administrative service delivery more effective and enable cross-departmental cooperation; and how it can be used to collect, aggregate, and evaluate background information for governance and control purposes. Students learn methods and techniques for designing information systems holistically — taking account of organisational, legal, and technical dimensions together. The curriculum covers e-government, information systems, law, and computer science, with mandatory modules in the first two semesters and a wide range of elective courses thereafter. Elective topics include Business Process Management, Policy Analysis and Modelling, Artificial Intelligence, Computational Social Science, Process Mining, and others. The programme also includes a research lab component tied to current research projects, and concludes with a Master's thesis on a topic of the student's choice. The programme is open to winter and summer semester entry and runs over four semesters. The programme is offered at the University of Koblenz, located in Koblenz, Germany.
