    Things to watch

    • The invitation is the gate, not the fee: the university lodges it with the Ministry of Internal Affairs and nothing moves at the consulate until it is approved.
    • Kazakhstan prices the C9 in US dollars, so the fee does not move with the tenge.
    • Missions publish the same USD 80 and USD 200 rates, and the fee is charged per applicant including family members traveling with a student.

    6 documents every applicant provides.

A visa support form approved by the Ministry of Internal AffairseveryoneThe C9 file turns on an invitation the university lodges with the Ministry of Internal Affairs, which approves it and returns a visa support number. No consulate will issue the visa without it, and a tourist visa cannot be converted into one inside the country. source
An admission letter from the universityeveryoneThe letter travels with the visa support form. The C9 covers people traveling to apply to a Kazakh institution, students already enrolled and their family members, and students on an exchange program. source
A passport valid three months past the visa, with two blank pageseveryoneValidity has to run at least three months beyond the requested visa. The passport needs at least two blank pages for visas, no extension marks, and no erasures or unofficial notes. source
The completed form and one 3.5 by 4.5 cm photoeveryoneThe application is completed in block letters and the photo goes in the marked box at the top right: full face, no smile, no sunglasses, no head covering unless for religious or ethnic reasons, white background. source
Notarized parental consent if you are under 18everyoneAn applicant under 18 adds notarized consent from a parent or guardian to study in Kazakhstan, translated into Kazakh or Russian. source
The consular fee, paid before the decision and never refundedeveryoneKazakhstan issues visas only after the consular fee and state duty are paid, and the amounts paid are not returned if the visa is refused. source

How to apply for a Kazakhstan student visa

    1. Get admitted and have the university file the invitation

The invitation is approved by the Ministry of Internal Affairs, and the rules for issuing invitations sit in the ministry's own regulation rather than with the consulate.

    2. Apply in person at a Kazakh mission

Documents are submitted in person. The C9 cannot be obtained as an e-visa: the electronic route covers only single-entry business, tourist, treatment and investor visas, and needs a separate invitation number.

      source
    3. Pay USD 80 for a single entry, USD 200 for multiple

A single-entry C9 runs up to 90 days and costs USD 80. The multiple-entry version runs up to a year and costs USD 200.

    4. Allow five working days for the decision

The published service time for issuing an entry visa is five working days. Where another body has to approve something first and does not answer in time, the service is provided within one working day of that approval arriving.

    5. Collect the passport, then deal with the visa where you study

Passports go back in person or by courier. C9 visas are issued at the location of the educational institution the holder is enrolled at, so extensions and reissues happen where the university is, not where you first applied.
