Things to watch
- Türkiye prices the residence permit fee in US dollars off a country table set by the Ministry of Treasury and Finance, so what an Indian student pays and what a Filipino student pays differ by design rather than by exchange rate.
- Nepali and Sri Lankan students are exempt from the residence permit fee under reciprocity, which is why the floor of this range is the card fee on its own.
- Nationals of countries in no group at all, such as Serbia, Fiji and Norway, are charged in lira instead: TRY 348.10 a day for up to a month, within a first-month floor of TRY 653.70 and a ceiling of TRY 3,359.90, then TRY 2,232.30 for each later month. Those lira figures are the only ones printed in the fee page's plain text; the US-dollar group rates above sit in the page's country-table image.
- The mission visa fee sits on top of everything above. It is not published centrally, and several Turkish consulates tell applicants to email for the current amount.
- The card fee converts at USD 1 = TRY 48.12, the Central Bank of the Republic of Türkiye rate on 28 August 2026. The permit fee itself is already denominated in dollars, so it does not move with the lira.
Türkiye student visa requirements
- A student visa from a Turkish mission before you fly
The e-Visa system only covers tourism and commerce. Travel for study has to be authorised by a sticker visa issued by a Turkish embassy or consulate in the country you are a citizen of or legally resident in.
source - A passport valid at least 60 days beyond your stay
Under article 7.1b of Law 6458, the travel document must run 60 days past the duration of stay on your visa, exemption or residence permit. A 90-day stay therefore needs 150 days of passport validity at entry.
source - A document showing you will study at a Turkish higher education institution
Acceptance or enrolment paperwork from the university is what proves the purpose of the student residence permit under article 39 of Law 6458.
source - A document showing who will cover your care and expenses
The law asks for evidence that a natural or legal person will meet your costs. Türkiye publishes no fixed sum for this, so what counts as enough is judged case by case at the provincial directorate.
source - Your address of stay in Türkiye
You have to state where you will live, and moving to another province means a fresh residence permit application within 20 working days rather than an address change.
source - Health insurance, via SGK if you act inside three months
Student residence permit holders come under general health insurance if they request it within three months of first registration, and then no other policy is needed. Miss that window and you must buy an annual private policy covering inpatient and outpatient treatment.
source - Parental consent for primary and secondary students
Applicants in primary or secondary education need proof of consent from a parent or legal guardian. Students in primary and secondary education need no permit at all before 18, but do need one to continue past that age.

After filing online you print the application form and hand it, with the documents it lists, to the international student office of the university you are enrolled at.

How to apply for a Türkiye student visa
- Get admitted, then apply for the student visa at a Turkish mission
Visa applications for anything other than tourism or trade have to go through a Turkish embassy or consulate. Apply as soon as the admission letter arrives, because the visa is the gate on everything after it.
source - Allow up to 90 days for the visa decision
Consulates conclude applications within 90 days of receipt at the latest, and the ministry advises filing at least 30 days before the planned travel date. A visa never guarantees entry on its own.
source - Enter Türkiye, enrol, then start the permit at e-ikamet.goc.gov.tr
Residence permit applications are made only through the e-Residence system, in person by the foreigner or through a legal representative or a lawyer holding power of attorney. Bring the passport you entered on.
source - Pick your appointment city and print the registration document
You choose the city and date through the create appointment request option. In Istanbul and Ankara the application unit sets the date for you and sends it by SMS or email.
source - Pay the residence permit fee and the card fee online
Both charges can be paid from the PAY menu after the application is filed, using the accrual number printed on the application form.
source - Hand the file to your university without waiting for the appointment
Under the protocol between the Council of Higher Education and the Ministry of the Interior in force since 29 November 2023, higher education students submit the registration form and its documents to the university's student affairs or international student office as soon as they have applied.

Türkiye student visa work rights, dependants and processing time
Work rights
Students on associate, undergraduate, graduate and postgraduate programmes may work only if they obtain a work permit from the Ministry of Labour and Social Security. For associate and undergraduate students that right does not begin until after the first year of study.
sourceDependants
A student residence permit lets you sponsor a spouse and children for a family residence permit, and no other relatives. The sponsor needs health insurance covering everyone, monthly income of at least the minimum wage plus a third of it for each family member, and at least one year of prior residence in Türkiye on a permit.
sourceProcessing time
Turkish consulates conclude visa applications within 90 days of receipt at the latest, and the ministry advises applying at least 30 days before the travel date.
sourceAfter graduation
Graduates of a Turkish higher education programme can apply within six months of graduating for a short-term residence permit on that ground. It is granted only once and runs for a maximum of one year.
sourceLanguage requirement
Türkiye sets no national language test for a student residence permit. Admission and any Turkish preparatory year are the university's decision, and a separate short-term residence permit exists for Turkish language courses, which can be issued at most twice.
sourceTürkiye student visa requirements for Nepali students
Your residence permit fee is waived
Nepal is one of the countries exempted from the residence permit fee under the reciprocity principle, so a Nepali student pays only the TRY 964 card fee. The English fee page renders the country name as Naples; the Turkish original lists Nepal.
sourceTürkiye student visa requirements for Sri Lankan students
Your residence permit fee is waived
Sri Lanka is exempted from the residence permit fee under the reciprocity principle, so the only government charge on the permit is the TRY 964 card fee. The card fee has no exemption for any nationality.
sourceTürkiye student visa requirements for Filipino students
You sit in a cheaper fee band than most students
The Treasury's country table puts the Philippines in the band charging USD 14 for the first month and USD 3.50 for each month after it, against USD 25 and USD 5 for the main group that covers India, Nigeria, Pakistan, Bangladesh, China, Vietnam, Ghana, Kenya and Indonesia.
sourceTürkiye student visa requirements for Bangladeshi students
Your university emails the acceptance letter to the embassy
The embassy in Dhaka requires the university to send a copy of each applicant's acceptance letter to the embassy's official email address, so the document does not travel in your own file.
sourceAttestation, a medical certificate and a year of statements
Dhaka asks for the diploma attested by both the Education Ministry and the Foreign Ministry, a medical certificate including an HIV test from one of four named hospitals, travel insurance, and a one-year bank statement with a solvency certificate. Education visas there are generally six-month single entry.
