Who can apply

Angolan applicants ask a cluster of practical eligibility questions that the funder pages do answer, so here they are directly.

Who can apply to INAGBE's external scholarships? Angolan nationals resident in Angola, applying to a specific published call. INAGBE does not run one open competition — it runs separate calls per partner country, each with its own seat count, degree level and window. The Algeria 2026/2027 call carries 140 undergraduate places. The Morocco call carries 25 places across all degree levels at public technical and vocational institutions. The Regime Especial route into Portuguese public universities carried up to 490 undergraduate places for 2026/2027. Applying means applying to one of those calls, not to INAGBE in general.

Can I apply if I already live abroad? The Regime Especial and the bilateral calls are built for candidates applying from Angola into a partner system. If you are already resident in Portugal, the relevant route is usually the Portuguese institution's own funding rather than an INAGBE external call, because the call exists to move a student from Angola to the partner country.

Can I apply if I have already started my degree? For most bilateral undergraduate calls, no — they place you into the first year of a programme at the partner institution. The graduate routes are different: PEC-PG and GCUB-Mob are built for people who already hold a first degree.

Is there an age limit? It depends on the funder, not on INAGBE. The Global Korea Scholarship caps at 40. Türkiye Bursları caps undergraduate applicants at 21. INAGBE's own bilateral calls set their limits per call, published in the call document.

What about the field of study? Several routes restrict it sharply. The PALOP master's scholarships administered by the Fundação Calouste Gulbenkian fund only mathematics, physics, chemistry and biology, in Portugal. Morocco's INAGBE places are technical and vocational. Chevening and Fulbright leave the field open.

What happens if I do not return to Angola? State-funded scholarships are granted on the expectation of return, and the obligation sits in the financing contract you sign rather than in the call notice. Read the contract before signing, and keep a copy — this is the question Angolan scholars most often raise after the fact rather than before.

Two schemes are narrower than they appear. Sonangol's corporate scholarship is open to Angolan nationals only and is a company programme rather than a public one; its most recent confirmed cohort covered 200 internal and 115 external awards for the 2024 and 2025 award years, presented in September 2025. Unilab's Brazilian intake is reserved for six countries — Angola, Cabo Verde, Guiné-Bissau, Moçambique, São Tomé e Príncipe and Timor-Leste — which makes it one of the least contested routes an Angolan can enter, with 600 places in its most recent process.

How to apply from Angola

The most-repeated question in Angolan scholarship discussion is whether INAGBE nominations are real and how they are decided. Here is what the published process actually is.

INAGBE publishes a call — an edital or anúncio — for a specific partner country, with a seat count, degree levels, eligible fields and a window. Candidates apply against that call. INAGBE then produces a nomination list, which for bilateral schemes is relayed to the partner country's own selection body, and the final decision belongs to that partner rather than to INAGBE. For Stipendium Hungaricum, INAGBE runs a national quota reported at around 50 seats and forwards nominees to the Hungarian side. For World in Serbia, applications are relayed through INAGBE for the Serbian programme's verification. For PEC-G, INAGBE and the Brazilian diplomatic missions run the process jointly, and definitive results are published — Angola's 2026-intake results were issued on 16 December 2025.

Two things follow from that. A nomination is not the award, so being nominated and then not selected is a normal outcome rather than evidence of anything. And because results are published per call, the way to check a cycle is to find the call's own results notice rather than to rely on word of mouth.

The direct routes bypass INAGBE entirely. Chevening runs an Angola country page and takes applications on its own portal, closing 6 October 2026. Fulbright runs through the US Embassy in Luanda, and its FFSP2027 round closed on 23 March 2026. MEXT runs through the Japanese Embassy in Luanda, with separate undergraduate and postgraduate tracks. The Global Korea Scholarship has been posted by the Korean Embassy in Angola for three consecutive years, 2024 through 2026. Australia Awards lists Angola on its eligible-country roster and closed its 2027 intake on 30 April 2026.

For Brazil, the mechanics are unusual and worth knowing. PEC-G places Angolan secondary-school graduates into Brazilian undergraduate programmes without an entrance exam and without tuition. What it does not include is a guaranteed living stipend. GCUB-Mob, currently on its fifth edition, has no nationality restriction at all and runs at master's and doctoral level.

Documents you will be asked for

Angolan applicants ask repeatedly which documents are needed and whether they must be delivered in person. Both answers depend on the call, and the call document is the authority — but the pattern across INAGBE's published calls is consistent.

Identity and civil documents. A valid passport and national identity document form the base of every bilateral call reviewed. Where a birth certificate is required it must be an original or a certified copy, not a photocopy.

Academic records. Secondary certificates and transcripts for undergraduate calls; degree certificates and transcripts for graduate ones. Documents issued outside Angola generally need legalisation before an Angolan body will forward them.

Language proof, where the destination demands it. This is the step Angolan applicants most often underestimate, because Portuguese carries them into Portugal and Brazil without a test. Every other destination has its own requirement. Brazil's PEC-G is the exception that proves the point in reverse — it is Portuguese-medium, but candidates from non-Portuguese-speaking systems need Celpe-Bras, which does not apply to Angolans. For Hungary, Serbia, Korea, Japan, Turkey and Algeria, expect a language or English requirement set by the destination.

Has anyone actually been nominated by INAGBE?

Yes, and the results are published per call rather than centrally. INAGBE issues a call for a specific partner country with a seat count and a window, applicants apply against that call, and INAGBE produces a nomination list. Angola's 2026 PEC-G intake had definitive results issued on 16 December 2025, for example. The way to check any cycle is to find that call's own results notice.

If I am nominated, does that mean I have the scholarship?

No, and this is the most common misunderstanding. For bilateral schemes INAGBE nominates, and the partner country's own selection body makes the final decision. Stipendium Hungaricum nominees go to the Hungarian side. World in Serbia applications are relayed for the Serbian programme's verification. Being nominated and then not selected is a normal outcome of a two-stage process, not a sign that something went wrong.

Which countries does INAGBE have agreements with?

The live calls at the time of writing cover Algeria with 140 undergraduate places for 2026/2027 and Morocco with 25 places across all degree levels at technical and vocational institutions. The Regime Especial route carried up to 490 undergraduate places into Portuguese public universities. INAGBE also acts as the nomination channel for Stipendium Hungaricum in Hungary, World in Serbia, and Brazil's PEC-G.

What documents do I need?

The call document is the authority, but the pattern is consistent: a valid passport and national identity document, secondary certificates and transcripts for undergraduate calls or degree documents for graduate ones, and a medical certificate on the partner's own form for bilateral placements. Birth certificates must be originals or certified copies. Documents issued outside Angola generally need legalisation before an Angolan body will forward them.

Do I have to deliver my documents in person?

It depends on the call, and the call notice says which. INAGBE's bilateral calls have historically involved physical submission at a stated location within the window, while direct-application schemes like Chevening and Fulbright are fully online. Because the windows are short — the Algeria call ran from 2 to 14 September 2026 — assemble the file before the call opens rather than during it.

Can I get a scholarship to Brazil from Angola?

Brazil is the most accessible destination on this page. PEC-G gives a free, exam-free undergraduate place at a Brazilian institution in any field, with SUS health cover and free legalisation of your final documents. Unilab reserves its international intake for six Portuguese-speaking countries including Angola, with 600 places in its last process. At graduate level, PEC-PG and GCUB-Mob both apply, and GCUB-Mob has no nationality restriction at all.

Does PEC-G pay a monthly allowance?

Can I apply if I have already started university?

For most bilateral undergraduate calls, no — they place you into the first year of a programme at the partner institution rather than transferring you mid-degree. The graduate routes work differently and assume you already hold a first degree: PEC-PG, GCUB-Mob and the Gulbenkian PALOP master's scholarships all start from a completed undergraduate qualification.

What happens if I do not return to Angola after studying?

State-funded scholarships are granted on the expectation of return, and the specific obligation sits in the financing contract rather than in the call notice. That means the terms vary by scheme and by year. Read the contract before signing it and keep your own copy — this is a question Angolan scholars tend to raise after the fact, when the terms are harder to renegotiate.

Which fields can I study?

Some routes are wide open and some are narrow. Chevening and Fulbright place no field restriction. PEC-G places you in any field offered by the Brazilian host institution. The Gulbenkian PALOP master's scholarships fund only mathematics, physics, chemistry and biology. Morocco's INAGBE places are technical and vocational.
