Who can apply

Start with what is closed, because two widely recommended routes are.

Chevening does not list Myanmar. The country does not appear on Chevening's own country and territory eligibility selector. This applies regardless of where you currently live or work — a Burmese national residing abroad is still applying with a nationality Chevening does not cover. It is the single most common wasted application from this market.

Open Society's Civil Society Scholar Awards no longer exist. They were discontinued globally in 2021 and Open Society's own FAQ states that no new competitions will be held. Older guidance still recommends them.

What is genuinely open is broader than it looks. Türkiye Bursları states on its own eligibility page that its scholarships are open to citizens of all countries, with no Myanmar exclusion. The ADB-Japan Scholarship Program names Myanmar explicitly on its citizenship-eligibility list and awards around 130 postgraduate scholarships a year. Chulalongkorn University's graduate scholarship treats Myanmar as an ASEAN country, which is a qualifying route rather than a competitive advantage. Australia Awards runs an annual Myanmar postgraduate round and is being deliberately expanded for this market from 2026 through the Mekong-Australia Partnership.

Fulbright is open again. It was suspended in June 2025 after a United States travel ban affecting Myanmar, then reopened on 19 March 2026. The 2027-2028 competition carries a national deadline of 6 October 2026.

One case is genuinely uncertain and it would be dishonest to state it either way. Community sources widely name Myanmar as a Stipendium Hungaricum partner country, but the programme's own partners page does not confirm it. Check the official partners list for the cycle you are applying to before building a plan around it.

On the recurring question of whether a bachelor's scholarship abroad is realistic from Myanmar: the honest answer is that undergraduate funding is far scarcer than postgraduate funding here. Most named schemes on this page — Fulbright, Australia Awards, ADB-JSP, Chulalongkorn, MEXT's main track — are postgraduate. Prospect Burma, Türkiye Bursları, ICCR and TaiwanICDF are the routes that reach undergraduate level. Strong grades do not change that distribution.

How to apply from Myanmar

The application is often the easy part. Plan the three bottlenecks below first, because each runs on someone else's timetable.

Passport. This is a live constraint, particularly for Burmese nationals already outside the country. The Myanmar Embassy in Bangkok suspended renewals and replacements for Passport-for-Visit holders on 19 August 2026 without prior notice, and tightened conversion to Passport-for-Job or Passport-for-Education status to require prior clearance. If your passport expires inside your intended study period, resolve it before you apply rather than after an offer arrives.

Certificates that a foreign university will accept. Since the 2021 coup most students have boycotted junta-run universities — continuing enrolment fell from 1,040,393 before the coup to 312,118 after it. The alternative platforms, including Spring University Myanmar and National Unity Government-linked providers, issue certificates that are not accredited inside Myanmar's own education system, because those platforms are boycotting that system. That leaves many capable applicants holding credentials no Myanmar authority will attest. Where a scheme requires official attestation, an interim or online certificate will not pass, and the practical routes around it are an internationally recognised qualification such as GED, IGCSE or A-levels, or a scheme that assesses you directly rather than through documents.

Permission to send money abroad. Since April 2022, Central Bank of Myanmar Directive No. 6/2022 requires any Myanmar resident to obtain Foreign Exchange Supervisory Committee permission, through an authorised-dealer bank, before transferring foreign currency out of the country — and the list of permitted purposes explicitly includes educational costs and examination fees. This applies to an IELTS booking as much as to a tuition deposit. Incoming foreign currency must also be surrendered to an authorised-dealer bank. Build the FESC step into your timeline.

With those in hand, the routes themselves are straightforward. Fulbright and Australia Awards take applications on their own national cycles. ADB-JSP has no central deadline at all — you apply directly to one of its Designated Institutions, each of which sets its own schedule. MEXT screens all applicants first through the Japanese Embassy. DAAD covers Myanmar under its Cambodia-Laos-Myanmar-Thailand-Vietnam regional programmes, with deadlines set per programme.

Documents you will be asked for

Three document requirements are specific to Myanmar applicants and each has caught people out.

MOFA attestation. India's ICCR scheme and Taiwan's ICDF scheme both require academic certificates to be attested by Myanmar's Ministry of Foreign Affairs before submission. ICCR's own eligibility notice states that all educational certificates and degrees must be duly attested by MOFA, and TaiwanICDF's checklist requires authenticated transcripts. If your qualification comes from an interim or online platform, this step is where it will fail.

Passport validity and type. Beyond simple expiry, the passport category matters. Conversion from Passport-for-Visit to Passport-for-Education now requires prior clearance, and the Bangkok embassy's August 2026 suspension shows that the process can change without notice. Treat the passport as the first task, not the last.

FESC permission for outbound payments. Under Directive No. 6/2022 you need approval through an authorised-dealer bank to send foreign currency abroad for education costs and examination fees. Applicants routinely discover this when trying to pay an application or test fee on a deadline.

On English: Myanmar is not on the UK's exempt-nationality list for the Student visa English requirement. Does Chevening accept applicants from Myanmar?

No. Myanmar does not appear on Chevening's own country and territory eligibility selector. This holds regardless of where you live or work — a Burmese national residing or employed abroad is still applying with a nationality the scheme does not cover. It is the most commonly wasted application from this market, because Chevening is the most widely recommended UK scholarship in general guidance.

Is Fulbright open to Myanmar again?

Yes. It was suspended in June 2025 following a United States travel ban affecting Myanmar, and reopened on 19 March 2026. The 2027-2028 competition is running with a national deadline of 6 October 2026. It is currently the main fully funded Western route accepting applications from this market.

Is Myanmar eligible for Stipendium Hungaricum?

This one is genuinely unclear and worth checking yourself. Community and social-media sources widely name Myanmar as a partner country, but the programme's own partners page does not confirm it. Before investing time in an application, open the official partners list for the cycle you are applying to. Anyone telling you definitively either way without citing that page is guessing.

What scholarships exist specifically for Myanmar students?

One. Prospect Burma is a UK charity that funds 50 to 100 Myanmar scholars a year and exists for this nationality alone. Everything else available is a general programme that accepts Myanmar citizenship — Fulbright, Australia Awards, ADB-JSP, MEXT, ICCR, TaiwanICDF, Türkiye Bursları and the Chinese and Korean bilateral channels. The China-Myanmar Friendship Scholarship is bilateral but applies to students already studying in China.

I could not finish high school because of the situation. What are my options?

An internationally recognised qualification is the practical route, which is why GED, IGCSE and A-levels come up so often in Burmese student discussion. The reason is documentary rather than academic: certificates from interim and online platforms are not accredited within Myanmar's own education system, so they cannot be attested by MOFA, and schemes like ICCR and TaiwanICDF require that attestation. A qualification awarded by a foreign body sidesteps the attestation problem entirely.

Will universities accept certificates from CDM or online platforms?

Not where official attestation is required. Since the 2021 coup most students have boycotted junta-run universities — continuing enrolment fell from 1,040,393 to 312,118 — and the alternative platforms issue certificates that Myanmar's own education system does not accredit, precisely because those platforms are boycotting it. Schemes that demand MOFA attestation will reject them. Schemes that assess you directly, or an internationally awarded qualification, are the ways around it.

Do I need permission to pay tuition or exam fees abroad?

Yes, if you are resident in Myanmar. Central Bank of Myanmar Directive No. 6/2022, in force since April 2022, requires Foreign Exchange Supervisory Committee permission through an authorised-dealer bank before transferring foreign currency out of the country, and the permitted-purpose list explicitly names educational costs and examination fees. It applies to an IELTS booking as much as a tuition deposit, so build it into your timeline rather than discovering it on a deadline.

My passport is expiring. Does that affect my application?

It can stop it entirely, and this is currently a live problem. The Myanmar Embassy in Bangkok suspended renewals and replacements for Passport-for-Visit holders on 19 August 2026 without prior notice, and conversion to Passport-for-Job or Passport-for-Education status now requires prior clearance. If your passport expires within your intended study period, treat it as the first task in the process rather than a formality at the end.

Am I exempt from the English test for a UK visa?

No. Myanmar is not on the UK's exempt-nationality list for the Student visa English requirement, which covers mostly Anglophone and Commonwealth countries and has no Myanmar exception. You need either a degree taught in English and assessed as equivalent by Ecctis, or an approved Secure English Language Test at CEFR B2 for degree-level study. Note this is the visa requirement, separate from whatever the university asks for.

Are undergraduate scholarships realistic from Myanmar?

They are much scarcer than postgraduate ones, and strong grades do not change that. Fulbright, Australia Awards, ADB-JSP, Chulalongkorn and MEXT's main track are all postgraduate. The routes that do reach undergraduate level are Prospect Burma, Türkiye Bursları, ICCR and TaiwanICDF. Planning around that distribution is more useful than trying to out-compete it.

How do I apply for the ADB-Japan scholarship?

Not through a central portal, which surprises most applicants. ADB names Myanmar on its citizenship-eligibility list and funds around 130 postgraduate scholarships a year, but you apply directly to one of its Designated Institutions, and each sets its own schedule and its own deadline. Pick the institution and programme first, then follow that institution's application process and ask it about the ADB-JSP route.

Where do most Burmese students actually study?

In Asia. Thailand hosts the most at roughly 3,700 as of academic year 2022, followed by Japan at about 3,500, then Singapore, China, South Korea and Malaysia. The United States is the largest Western destination, with 1,909 Myanmar students counted in Open Doors' 2021 report, a 71% rise on 1,067 in 2015. Australia and Germany both match their demand with real scholarship supply.
