KCSE is your local credential — but no verified overseas exit-exam rule
The Kenya Certificate of Secondary Education (KCSE) is Kenya's own school-leaving exam, run by KNEC. We could not locate an official KNEC, Ministry, Ministry of Foreign Affairs, or KMPDC source establishing a Kenya-wide school-leaving or entrance-exam rule specifically for a Kenyan starting an overseas medical degree — so we won't invent one. What KMPDC does regulate, with real sourced detail, is what happens when you come back (below).

KMPDC treats a foreign medical degree as something to verify, not something automatically sufficient: the Internship Qualifying Examination, balloted internship placement, and a pre-registration examination all sit between graduation abroad and independent practice in Kenya.

KMPDC assessment and Internship Qualifying Examination (IQE)
Foreign-trained doctors with qualifications equivalent to the University of Nairobi's MBChB or BDS sit Council examinations to determine eligibility for registration or internship training; the IQE specifically determines whether you can undertake internship training in Kenya. Graduates from approved East African Community partner-state schools have a stated reciprocal exception — don't generalise that to other foreign degrees.

Internship placement, posting order, and internship licence
Graduates who pass the IQE participate in balloting for approved internship-centre slots; the approved list goes to the Ministry of Health for a posting order, and only then can you apply to KMPDC for an internship licence. Undertaking internship training without that licence is stated as an offence.

Pre-registration examination
After completing internship training, KMPDC's pre-registration examination assesses suitability for registration as a practitioner. Candidates need at least four months of compulsory attachment at an approved internship centre before sitting it, must score at least 50% in clinicals to pass, and get a maximum of three attempts.

Permanent registration
Candidates who pass the pre-registration examination must apply for permanent registration in the prescribed manner.

Kenyan trust friction is specific and blunt: 'you cannot bypass Kenya's minimum KCSE requirements for Medicine (MBChB) by enrolling in a foreign university' — a foreign admission doesn't reset the standards KMPDC will hold your eventual practice to.
