For Pakistani students

MBBS Abroad for Pakistani Students

China is where most Pakistani students actually go — and PM&DC, not the university, decides whether your plan works. You need 50% in MDCAT and a Student Registration Certificate before you accept any foreign seat.

  • MDCAT first: 50% is the floor for foreign medical admission, set by PM&DC.
  • Check PM&DC's recognised-institution list for your own year — it is not carried over between sessions.
  • Coming home means the NLE exam and PM&DC registration — plan for it from day one.

MDCAT and the PM&DC Student Registration Certificate

Under PM&DC's policy for the 2024-25 session onward, a Pakistan-educated intermediate student needs at least 50% in PM&DC's MDCAT before admission to a foreign undergraduate medical or dental institution, and must obtain a PM&DC Student Registration Certificate before accepting that place. A separate SAT-II/foreign MCAT-or-UCAT criterion applies to a different foreign-qualification route — don't generalise the MDCAT rule to that route without checking PM&DC's current policy.

Where Pakistani students actually go

China dominates Pakistani search demand for MBBS abroad — about 7.6x Russia by volume — with Russia and Georgia as the next tier. Kyrgyzstan and Kazakhstan come up as secondary options; Global Admissions doesn't list verified programmes for either yet.

Scholarships, honestly

Government or bilateral scholarship route — real, but limited seats and a slow process.

Two funded routes are confirmed for Pakistani applicants with real medicine seats behind them — Hungary's Stipendium Hungaricum and Cuba's government scholarship — both real but narrow: fixed seat counts, and Stipendium Hungaricum's own FAQ says Medicine and Dentistry are only available at Hungarian institutions PM&DC lists as approved.

Coming home licensed

Full registration for a Pakistani foreign medical graduate runs through the National Registration Examination (NRE) plus a minimum one-year clinical internship or house job — and PM&DC says undertaking that house job without provisional registration first is not allowed.

PM&DC Student Registration Certificate, before you even accept the offer

Before accepting study at a foreign undergraduate medical or dental institution, PM&DC's policy requires the student to obtain this certificate and verify the institution is on PM&DC's own list.

  2. 2

Provisional registration for a house job

A Pakistani foreign graduate with a qualification from an institution PM&DC recognises may be granted provisional registration to start a house job, after the granting institution verifies the qualification.

  3. 3

One-year minimum clinical internship or house job

PM&DC requires at least one year of assessed, hands-on clinical internship, foundation year, or house job at an approved hospital or institution before converting provisional to full registration.

  4. 4

    National Registration Examination (NRE)

Passing NRE — both the theory and Clinical Skills Examination components, separately — is mandatory for full registration. PM&DC's Registration Regulations require it at any time before full registration, not necessarily before the house job.

    source
  5. 5

    Full registration

Full registration depends on satisfying both the NRE requirement and the mandatory training tied to provisional registration.

Documents & attestation

Pakistani educational documents go through a board-then-national attestation chain before a foreign university or PM&DC will treat them as valid, and medical degrees specifically need a second sign-off from the health ministry before MOFA attestation.

SSC, HSSC, diploma, and marks-sheet documents

Board of Intermediate and Secondary Education (BISE), then IBCC

IBCC requires the issuing board to verify certificates and result cards, visible in the IBCC Attestation Portal, before IBCC will attest them.

University degree, transcript, or HEC equivalence letter

Higher Education Commission (HEC)

HEC's degree-attestation process verifies academic documents with the issuing university before HEC issues an e-Attestation Certificate.

University degree, including a medical degree, for MOFA attestation

HEC; for medical degrees, also the Ministry of National Health Services; then MOFA

MOFA's checklist requires university degrees attested by HEC, and medical degrees attested by both HEC and the Ministry of National Health Services, before MOFA attestation.

Before you pay anyone

PM&DC's own notices are unusually blunt about the risk here: its foreign-institution list is explicitly not carried over between admissions sessions, and undertaking a house job without provisional registration is against the rules — both are worth checking before you commit money.

How to verify this page

  • Verify the specific institution against PM&DC's current list before applying — PM&DC has said the list for one admissions session must not be relied on as valid for a later one.
  • Confirm you already have (or can get) at least 50% in PM&DC's MDCAT before signing anything, since it's a precondition for accepting a foreign admission, not paperwork you sort out afterward.
  • If an agent asks for money to submit a government scholarship application, that's a scam — Stipendium Hungaricum and the Cuba route apply through HEC's own official channel.
  • Ask whether the destination requires roughly six months of local-language study before coursework begins — PM&DC's policy sets this for non-English-medium countries, and skipping it is a real timeline risk.
  • Confirm the programme totals at least 6,200 hours over five years with at least 80% attendance — PM&DC's stated minimum.
  • Never start a house job in Pakistan without PM&DC provisional registration first — PM&DC states plainly that doing so is not permitted.

Frequently asked questions

Is MDCAT required for Pakistani students for MBBS in China?
Yes, if you completed your intermediate education in Pakistan — PM&DC's foreign-admission policy, effective from the 2024-25 session, requires at least 50% in PM&DC's MDCAT and a PM&DC Student Registration Certificate before you accept a place at any foreign undergraduate medical institution, China included. A separate SAT-II/foreign-MCAT route exists for a different qualification profile, so confirm which route applies to you with PM&DC directly.
Can I practise in Pakistan with a degree from abroad?
Only after clearing the National Registration Examination (NRE) — both its theory and Clinical Skills Examination components — and completing at least one year of assessed clinical internship or house job at a PM&DC-approved hospital, following provisional registration granted once your institution's recognition is verified. Skipping the provisional-registration step before starting a house job is explicitly against PM&DC's rules.
Do agents charge fees for government scholarship applications?
They shouldn't, and if one asks you for money to submit a Stipendium Hungaricum or Cuba government-scholarship application, treat that as a scam signal — both routes run through HEC's own official application channel, not through a private agent's paid service.
What is the total cost of MBBS abroad without a scholarship?
It depends entirely on the destination and programme — Global Admissions' sourced tuition data shows real spread even within one country, so there's no single honest 'total cost' figure to quote without picking a specific university's fee page. Check the sourced tuition table for your shortlisted destination and cross-reference it against the university's own published fee page before budgeting.
Can Pakistani students do MBBS abroad on a full scholarship?
Rarely for a first undergraduate MBBS specifically, but two real routes exist: Hungary's Stipendium Hungaricum (20 Medicine and 10 Dentistry one-tier master's slots for Pakistani and AJK applicants, only at PM&DC-approved Hungarian institutions) and Cuba's government scholarship (10 Medicine seats among 11 undergraduate awards). Both are competitive and limited — plan for self-funding as the realistic default, with these as a genuine but narrow upside.
What documents do I need for IBCC and MOFA attestation?
IBCC attestation needs your SSC/HSSC certificates and marks sheets verified by your issuing board and visible in the IBCC Attestation Portal before IBCC will attest them. MOFA attestation for a university degree needs HEC attestation first — and for a medical degree specifically, attestation from the Ministry of National Health Services as well — before MOFA will attest it.
Is MBBS in China (or other Central Asian countries) a scam?
The route itself is legitimate and heavily used by Pakistani applicants, but individual agents and institutions vary — the real risk is an unrecognised institution or a shortcut around the MDCAT/PM&DC Student Registration Certificate requirement. Verify the specific university against PM&DC's current foreign-institution list before paying anyone, since PM&DC has stated that a list valid for one session isn't automatically valid for the next.
